一、Basic overview of construction project

(4)Construction scale: 3000t / a isooctyl nitrate patent industrialization project and 6000t / a petrochemical additives project.
二、Pollution control measures taken and effectiveness
(1)Waste gas: the main pollution factors of vacuum pumping and reactor waste gas during the production of petroleum additives in the project are formaldehyde and methanol, which are mainly discharged through a 15m high exhaust funnel after secondary alkali washing + activated carbon adsorption treatment. The measured concentrations of formaldehyde and methanol in waste gas meet the requirements of class II standard of integrated emission standard of air pollutants (GB16297-1996); The unorganized plant boundary meets the unorganized emission standard requirements of the integrated emission standard of air pollutants (GB16297-1996).
(2)Waste water: the waste water in the production process of the project is mainly the waste water in the production process of the project, mainly the waste water produced in the alkali washing process of nitration reaction crude products, the cleaning waste water of petrochemical auxiliary production reactor, equipment flushing waste water, laboratory and ground flushing waste water, circulating cooling water system and domestic sewage. The production wastewater is sent to Xingping sewage treatment plant for further treatment after being treated by the sewage treatment station in the plant; After being treated by 8m3 / D integrated sewage treatment facilities, some domestic sewage is used for plant greening, and some are sent to Xingping sewage treatment plant for further treatment. The effluent quality meets the class II standard in the integrated wastewater discharge standard (GB8978-1996).
(3)Noise: the project adopts low-noise equipment, reasonable plant layout, indoor placement of main noise equipment, installation of damping base pad for high-noise equipment, fan silencing and other reasonable and effective noise control measures. According to the monitoring project, the noise at the south boundary meets the class 3 standard in the emission standard for environmental noise at the boundary of industrial enterprises (gb12348-2008).
(4)Solid waste: proper and effective measures shall be taken for the solid waste of the project, and the disposal method is relatively perfect without being discharged.
(5)Risk: at present, the enterprise has prepared the emergency plan for environmental emergencies of Xi'an Wande energy and Chemistry Co., Ltd. Xingping branch, which has not been reported for filing. The project is equipped with an emergency command center to cut off the risk source in time and collect and divert the leaked hazardous substances in case of risk accidents. The accident wastewater shall be collected by building a dike and discharged into the plant sewage treatment station for treatment before reaching the standard. Post treatment measures and emergency safeguard measures can meet the risk prevention requirements of EIA.
(6)Groundwater: according to the monitoring data, in 2017, the total hardness, chloride, fluoride and nitrate content of groundwater in the monitoring wells around the project area increased, and most of the monitoring items reached the class III standard limit of GB / t14848-2017 groundwater quality standard; The total hardness of groundwater in huizhifang village and Jinlong Village exceeds the class III standard limit of GB / t14848-2017 groundwater quality standard. Fluoride and total hardness exceeding the standard are generally caused by geological reasons in the project area.
To sum up, the main works of the project have fulfilled the environmental protection procedures, and the pollutant prevention measures and risk prevention measures have been implemented during the construction and operation of the project. After monitoring the discharge of pollutants up to the standard, the environmental protection measures taken by the project are generally effective, the project operation has not changed the quality of the environmental functional area in the area, and can operate normally.
