It is understood that the joint service mechanism is mainly to establish a daily joint service inspection and management system, a joint meeting system, a liaison system and a law enforcement information exchange system. Among them, the daily joint inspection management system stipulates that the county-level environmental protection and public security departments shall organize joint inspection of pollutant discharge enterprises every six months, focusing on the operation of environmental protection online monitoring facilities, pollutant disposal equipment and pollutant discharge. The law enforcement information exchange system stipulates that the public security and environmental protection departments shall timely report the latest developments of current environmental pollution cases according to the division of business, jointly analyze and predict the development trend of environmental pollution violations and crimes, and study and implement countermeasures and measures to prevent and combat them.

In view of the high incidence of certain types of environmental pollution violations and crimes in a certain region and in certain periods of time, the public security and environmental protection departments will adopt a linkage mechanism to jointly carry out special actions to crack down on them. In addition, the linkage mechanism also includes the case transfer system, the case supervision system and the listing and supervision system of major cases.

Among them, the case transfer system stipulates that in the process of investigating and dealing with environmental violations, if the environmental protection department finds that it discharges, dumps or disposes of waste containing radioactive, infectious disease pathogens, toxic substances or other harmful substances, thereby endangering public safety, it shall be investigated for criminal responsibility according to law. The Listing Supervision System of major cases stipulates the Listing Supervision conditions, that is, difficult and complex cases with great influence in the whole province and even the whole country; Major cases that may be sentenced to more than three years' imprisonment; And cases that seriously affect the production and life of the local people.
